NJ PAS-1 Property Tax Relief Application

New Jersey’s PAS-1 Property Tax Relief Application is due Friday, October 31, 2025.

 

The PAS-1 form allows eligible residents to apply for three major property tax relief programsSenior Freeze, ANCHOR, and StayNJ—through a single, streamlined application. If you are 65 or older or receive Social Security Disability benefits, you may qualify for up to $6,500 in combined benefits.  The StayNJ benefit is new for this year and the income limits are very generous. If you are under age 65 and not collecting Social Security Disability benefits, you should file the ANC-1 to claim the Anchor benefit if you qualify. 

Income Eligibility Guidelines:

To qualify for the PAS-1 property tax relief programs, your 2024 income must fall within the following limits:

  • Senior Freeze (Property Tax Reimbursement)
    • Income must be $168,268 or less
    • Must be 65+ or receiving Social Security Disability
    • Must have owned and lived in your home since December 31, 2021
  • ANCHOR (Affordable NJ Communities for Homeowners and Renters)
    • Homeowners: Income must be $250,000 or less
    • Renters: Income must be $150,000 or less
    • Must have occupied your NJ residence on October 1, 2024
  • StayNJ (New Senior Tax Credit Program)
    • Income must be $500,000 or less
    • Must be 65 or older
    • Offers up to 50% property tax relief, capped at $6,500 for the 2024 benefit year.

Online Filing Requirements:

To file online, you must verify your identity through ID.me, a secure digital identity platform used by the NJ Division of Taxation. Here's what that entails:

  1. Create an ID.me account at https://propertytaxreliefapp.nj.gov
  2. Verify your identity using one of the following:
    • Driver’s license
    • State ID
    • Passport or passport card
  3. You’ll be guided through either:
    • A self-service process (upload documents + video selfie), or
    • A live video call with an ID.me agent

The forms are relatively easy to complete but do require your 2023 and 2024 NJ income with some adjustments.  Please refer to Worksheet A (page 8 of PAS-1 instructions) or contact your tax preparer. If you have further questions, please contact your Relationship Manager.
